Program Manager - Tulsa, OK

Unified Talent Group is partnered with a well-known manufacturing organization seeking an experienced Program Manager to lead facilities engineering initiatives and complex capital projects. This role will oversee the development of a new manufacturing facility in Tulsa, OK, through design, permitting, construction, equipment installation, commissioning, occupancy, and closeout.

The ideal candidate combines facilities engineering expertise with strong project management, leadership, communication, and problem-solving skills in a manufacturing environment.

KEY RESPONSIBILITIES

  • Lead facility capital projects from scope development through design, procurement, construction, commissioning, occupancy, and closeout
  • Manage the development of a new manufacturing facility while coordinating Engineering, Maintenance, EHS, IT, Manufacturing, R&D, and site leadership
  • Develop project scopes, budgets, schedules, cost estimates, specifications, bid packages, business cases, and capital requests
  • Coordinate with local authorities, consultants, contractors, and vendors to meet project, permitting, quality, cost, and schedule requirements
  • Provide senior leadership with regular updates on project progress, risks, budgets, schedules, and required decisions
  • Ensure projects are completed safely, on time, within budget, and in compliance with applicable codes, permits, regulations, and organizational requirements
  • Oversee facility infrastructure, including HVAC, electrical, plumbing, life safety, controls, telecom, compressed air, and vacuum systems
  • Support space planning, renovations, equipment installations, infrastructure upgrades, and site improvements
  • Monitor system capacity and asset condition while addressing reliability, safety, and operational risks
  • Lead troubleshooting, root-cause analysis, corrective actions, and preventive and predictive maintenance improvements
  • Manage facilities operating budgets and capital plans while identifying cost reduction, energy efficiency, and modernization opportunities
  • Partner with EHS and Security on contractor safety, life safety, security, emergency preparedness, and incident response

TECHNICAL SKILLS

  • Strong facilities engineering, construction, commissioning, and project management knowledge
  • Experience developing project scopes, schedules, budgets, estimates, specifications, and funding requests
  • Knowledge of building codes, permitting, construction practices, contractor safety, and facility infrastructure systems
  • Ability to manage contractors, consultants, vendors, technical resources, and multiple priorities
  • Strong leadership, communication, analytical, troubleshooting, and problem-solving skills
  • Experience with AutoCAD, Microsoft Project, and Microsoft Office applications

EDUCATION & EXPERIENCE

  • Bachelor’s degree in Engineering, Facilities Management, Construction Management, or a related discipline
  • 5+ years of related facilities engineering, plant engineering, or construction management experience
  • In lieu of a degree, 7+ years of related experience
  • Leadership experience managing teams, contractors, consultants, vendors, or technical resources
  • Experience with large-scale commercial or industrial construction projects
  • Manufacturing, industrial, testing, or laboratory facilities experience preferred
